You can put this solution on YOUR website! The reason why x=0 is because the y-intercept hits the y-axis when x=0. The y-axis is a vertical line that passes through x=0, so any intercept will have x=0. If the equation looked like then the y-intercept would be (0,2/3). If we let x=0 (where the y axis is) then
