Find the slope of the line, m1
2y-3x+5=0
Put it into slope-intercept form (solve for y)
y = (3/2)x - 5/2
m1 = 3/2

The slope of lines perpendicular is the negative inverse = -2/3
m = -2/3

Use y = mx + b and the point to find b, the y-intercept
9 = (-2/3)*-5 + b
b = 17/3
--> y = (-2/3)x + 17/3 is the equation
