It is a poorly written question.
There is an infinite number of lines through (0,6)
What is the relationship to the given equation? parallel? perpendicular? something else?
perpendicular means the slopes multiplied equal -1
the slope of the first equation is 2/5 so we need -5/2
y=mx+b
6=5/2*0+b
6=b
y=-(5/2)*x+6
