You need to get the y by itself, so move the x over to the other side. Then, since you need the y to be positive, divide by a negative. Then, you need to get the y by itself, so divide by 5. Since you're using the intercept method, then you can use the -2, and plot your first point, (0,-2). The slope is 2/5, so go up 2, and go to the right 5. You can use the slope again and draw your line!
-5y = -2x + 10
5y = 2x - 10
y = 2/5x - 2
