That symbolically says, Y%3EX OR Y%3CX.

Consider the line in two dimensions, Y=X. You can easily visualize and graph this. It's a line through the origin with slope 1. That is for the EQUATION.
You are now considering the INEQUALITY in which the actual line is EXCLUDED. You should draw a dotted line instead of a solid line, and shade the regions above and below the dotted line. You have Y%3EX above the dotted line, and you have Y%3CX shaded below the dotted line.
