Graph the line y EQUALS -4 as a dotted or dashed line.
Use the points (0,-4), (3,-4). That is not the graph
you need but it is the boundary of the graph you need.

To find the graph you need pick a test point that is
not on the EQUALITY line, such as (0,0).
If you put that into the original statement of your
problem you get 0<-4. This is false. It tells you
that the graph in not on the side where (0,0) lies;
it is the half-plane on the other side.
