There are three terms on top, so make three fractions
with the signs of the terms before each one, and with
that denominator 6x²y² under each, like this:

—%2812x%5E3y%5E4%29%2F%286x%5E2y%5E2%29 + %2818x%5E2y%5E3%29%2F%286x%5E2y%5E2%29 + %286x%5E2y%5E2%29%2F%286x%5E2y%5E2%29

Then do each term as though it were a separate problem by dividing 
coefficients and subtracting exponents, and you end up with:

—2xy² + 3y + 1
