It can't be vertical if it passes thru quadrants I and III.
It must have a slant, or slope.

If it passes thru x = -3 you know the x-intercept but
not the y-intercept.

So all you know is the form of the equation is y = mx + b
and (-3,0) satisfies the equation:
So, 0 = m(-3)+b
b = 3m
---
m = -b/3
---
The equation would be y = (-b/3)x + 3m
You would have to know "m" to get a final
form for the equation.
