First, it would be useful to get both equations in the same form, e.g. the slope-intercept form:
1) 8x-6y+=+24 ---> y+=+%284%2F3%29x-24
2) 6y-8x+=+-24 ---> y+=+%284%2F3%29x-24
The two equations are identical, so they will graph into the same line.
Since the graphs cooincide, there are an infinite number of solutions.
The system is a consistent system since there is at least one solution and the equations are dependent equations.
