assuming you mean +y+=+-%286%2F5%29x+%2B+%283%2F2%29+
multiply every term by 10. Why 10? because it is the lowert common multiple of 5 and 2, so we can then cancel these denominators:
+10y+=+-10%286%2F5%29x+%2B+10%283%2F2%29+
10y = -2*6x + 5*3
10y = -12x + 15

Not sure if this is what you mean by standard form or if "all positive terms" is standard form, which would be: 10y + 12x = 15
