Your question is not completely clear. Did you want to find the slope of the line y=-3x? If so, the slope of the equation y=mx+b is the coefficient of x, which in this case is slope=m. In your case, the slope is m=-3. Apparently, the line passes through the point (0,4), which is the y-intercept, since x=0. In the equation y=mx+b, b is the y-intercept. I'm thinking maybe you need the equation of a line with slope -3 that passes through the point (0,4). If this is the question, then the line has the equation y=-3x+4.
