Well if you rearrange the terms in
2x - y = 4
2x - y = 6
to get
y = 2x - 4 and
y = 2x - 6
you can see that they both have the same slope but have different y-intercepts.
Thus they are parallel and have no solution. The system is said to be inconsistent.
