y = mx + b where m is the slope and b is the value of y where the line crosses the y-axis

Slope of this line 1s -2/3 

( perpendicular lines have slopes that are negativie reciprocals of one another)

-2/3 is the negative reciprocal of 3/2

y = (-2/3)x + b

Using ordered pair (6,-3) to solve for b

-3 = (-2/3)*6 + b

-3 + 4 = b

1 = b

y = (-2/3)x + 1
