This is in slope intercept form, but it is an inequality with the "<" symbol. This means that you graph the line as if it were an "=" sign, but draw a DOTTED LINE, since the line itself is NOT included, then because it is < shade the area BELOW the graph.

Graph the line by plotting the y intercept at y = 3, by going UP three units on the y axis. Put a point there. Then measure off a slope = %28rise%29%2F%28run%29+=+%28-3%29%2F2, which means to start with your pencil on the y intercept , and count DOWN 3 units, then 2 units to the right, and put another point. Then connect the two points with a DOTTED line, and shade below. The line should look like this:

Don't forget, YOU have to draw a DOTTED LINE, and SHADE BELOW THE LINE!

OK, I understand that using the formula formatter can be confusing. Here is what you meant to write:
y+%3C+-3x%2F2+%2B+3
So, y+%3C+-1.5x+%2B+3. The graph is a dotted line corresponding to y=-1.5x+3, with everything under that line shaded. I have not yet figured out how to draw graphs on this web site, but if you draw a straight dotted line on graph paper, through the points (0, 3) and (2, 0), you will have it.
