You draw a straight line across the y-axis at 3, the line has to be dotted because y>3, it does not include 3.
graph+%28300%2C+300%2C+-5%2C+5%2C+-5%2C+5%2C+y%3E3%29
You need to shade the area above 3 because all of those numbers are included.
