m= -3%2F5 passing through (10,4). In this point x=10 and y=4.

Substitute all three of the above numbers into this formula, and solve for b:
y=mx + b
4=%28-3%2F5%29%2A10+%2B+b
4=-6%2Bb
10=b

So, the equation of the line is
y=mx%2Bb
y=%28-3%2F5%29x+%2B+10
