Did you leave out a few words here? This doesn't sound right. Maybe you meant -51+%3C=x%2B38?

If that is the case, I would subtract 38 from both sides and get
-51+-+38+%3C=+x%2B38-38
-89+%3C=x which means also that x%3E=-89

The solution is all values of x that are larger than -89 or equal to -89. On a numberline locate -89 on the far left side of the numberline. Draw a solid circle at that point, and shade from that point to the right to forever. Put an arrow on the shaded part to indicate that it goes to the right forever.
