I have a drawing (small) on an answer sheet. My question is how do you figure that out to draw the line and where you draw it at?

You can put this solution on YOUR website!
You are only asked to draw a line with a given slope. Since you are not given a specific point, the are an infinite number of lines that you can draw.
Pick a point. Let's say you pick the point (1,1).
Now move up two and to the right 3 (since slope is 2/3). That means you will be at point (3,4).
Now draw the line that contains those two points.
If you start with a different point, you'll see you can get a different line.
