Not quite. You have the right idea substituting 0 for x and y, but you are not completely solving the resulting equations:

3%280%29=-6x%2B3
-6x%2B3=0
-6x=-3
x=%28-3%29%2F%28-6%29=1%2F2

3y=-6%280%29%2B3
3y=3
y=1

So the x-intercept is (1%2F2,0) and the y-intercept is (0,1)
