-2x%2By=4

In this equivalent form, y=2x%2B4, you know a point on y-axis and you know slope. And now to graph the line is no trouble.

-2x+y = 4 is equivalent to y = 2x+4 after adding 2x to both sides.

Let's plug in x = 0
y = 2x+4
y = 2*0+4
y = 0+4
y = 4
We can see the point (0,4) is on the line.

Repeat for x = 1
y = 2x+4
y = 2*1+4
y = 2+4
y = 6
The line also goes through (1,6)


Graph of -2x+y = 4, aka y = 2x+4, through the two points (0,4) and (1,6)

Optionally you can plot more points, but 2 points is the bare minimum needed to make a straight line.
