Plot your given point (1,3). This given datum is very clear.

Use your given slope to find any other points you desire; knowing vertical change positive 1 and horizontal change positive 2. Draw line through your points.

We could also do this purely with algebra.
We know that the slope is 1%2F2 and the line must go through (1, 3).
Meaning we can substitute our slope and our point into y=mx%2Bb
3=%281%2F2%291%2Bb
3=%281%2F2%29%2Bb
%285%2F2%29=b
Therefore the equation for the line is:
y=%281%2F2%29x+%2B+%285%2F2%29
With that information you can graph this line easily.
