First find the slope.
m=%28y%5B2%5D-y%5B1%5D%29%2F%28x%5B2%5D-x%5B1%5D%29=%28-8-%28-3%29%29%2F%284-7%29
Once you have that use the point slope form with either point,
y-%28-3%29=m%28x-7%29
y%2B3=m%28x-7%29
y%2B3=mx-7m
-mx%2By=-3-7m
Get rid of any fractions and make sure the coefficient of x is positive (multiply both sides by -1 if necessary).
