How did I get it?  I took the coefficient of x,
which is the slope of the given line, -11/20.  
Then I flipped it and changed the sign, and got 
+20/11.

Perpendicular lines have a slope that is the negative reciprocal of the line they are perpendicular to. Their product multiplies to minus 1.
-11/20 is the slope of the line
+20/11 is the slope of the line perpendicular to it.
