Part one
2m+3 <13 we add -3 to both sides 2m+3-3<13-3 therefore 2m<10 divide both sides by 2 we get m<5
Part two
2m+3 <-13 we add -3 to both sides 2m+3-3<-13-3 therefore 2m<-16 divide both sides by 2 we get m<-8
From the first part we know that me has to be less than five. From the second part we know that m has to be less than -8. If we combine these two statements which means that m has to be less than five and at the same time it has to be less than -8 we conclude that the only way this statement is true is when m is less than -8 since if me is less than -8, it is automatically less than 5
