Since the y-intercept is 2, we can assume one of the points to be (0,2);
so we have two points; (10,-3); (0,2), now we can find the slope;
slope+=+%282-%28-3%29%29%2F%280-10%29
slope=+5%2F-10
slope=+-%281%2F2%29
so the equation will be;
y=-%281%2F2%29x%2B2
