I'm just guessing because your description isn't very clear, but I think your diagram is a kite shape with LV and OE as diagonals that intersect at X. Proceeding on that assumption:

XV = XV Reflexive equality

angle OXV congruent angle EXV (both are right angles from given that LV perpendicular to OE)

OX = XE definition of mid-point

triangle OXV congruent to triangle EXV by SAS

OV congruent to VE by CPCT QED
