I guess the best way to look at it is compared to the horizon is it sloping upwards (increasing) or sloping downwards (decreasing).
So looking at the graph, from x=-2 to x=-1, it's sloping downwards or decreasing.
From x=-1 to x=1, it's sloping upwards or increasing.
And finally, from x=1 to x=2, it sloping downwards or decreasing.
