Find the slopes of each line
y+=+mx+%2B+b
y=+%28-1%2F2%29x%2B3 so m=-1/2
8x+%2B+16y+=+32
16y+=+-8x+%2B+32
y+=+%28-1%2F2%29x+%2B+2 so m = -1/2 on this line
Both lines have the same slope ... so they are parallel lines
They have different y intercepts, so they are different lines.
