How To: Given a relationship between two quantities, determine whether the relationship is a function.
{(-4,11), (-3,4), (0,-5), (3,4), (5,20)}
Identify the input values.=> domain is -4,-3,0,5

Identify the output values.=> range is 11,4,-5,20
If each input value leads to only+one output value, classify the relationship as a function.
as you can see pairs (-3,4) and (3,4) two different inputs lead to same output

so, answer is C. not a function
