I would put it in the "functions" part.

Just replace -1 for x and 4 for y to obtain

6(-1) + 6(4) = 18

4#-1 is also equal to 18 since the function is commutative.

I have been asked by the student if # has a special name. There is no special name, it simply denotes a function in terms of x and y. It is more formally defined as f(x,y).
