You cannot evaluate a function without knowing what input value to use. You did not ask the entire question. In general, look at the input value for which you want a function value (that's what the word "evaluate" means, by the way -- your first clue should have been the word value embedded in the word evaluate). If that input value is strictly less than one, subtract 3 from the input value to get the function value. If the input value is one or greater, square the input to get the function value.
