Buy as few apples and pears as possible:
Can't have 1 apple and 1 pear at Php 40 for Php 160 not divisible by 15. 
Can't have 2 apples and 1 pear at Php 70 for Php 130 not divisible by 15.
Can have: 

1 apple costs  Php  25
2 pears cost   Php  40
9 oranges cost Php 135
----------------------
       TOTAL = Php 200

Answer = 9 oranges
