Draw a smaller rectangle inside a larger rectangle.

The dimensions of the inside rectangle are 7 by 12

The border is "x" wide.
----------------------------
The dimensions of the outside rectangle are (7+2x) by (12+2x)
----------
Area of border = area of outside rectangle - area of inside rectangle = 92 m^2

(7+2x)(12+2x) - 7*12 = 92

etc.
