You can simplify it by dividing by 2 if you all you want are the x intercept and axis of symmetry, but if you want the y intercept and the vertex, you need the original equation.
:
the y intercept is easy, occurs when x = 0
y = 4(0^2) + 8(0) + 2
y = 2 is the y intercept

Plot this equation for x= -2 to x = +3
