To have a horizontal asymptote of y=-3,

1. The term with the largest exponent of the variable in the numerator,
and the term with the largest exponent in the denominator must be
the same exponent.

2.  The coefficients of those two terms must have quotient -3.

Examples:

f%28x%29=%287-5x%2B6x%5E3%2B5x%5E2%29%2F%288-5x-2x%5E3-4x%5E2%29

and

g%28x%29=%28-3x%5E4%2B7x%5E3-9x%5E2%2Bx-7%29%2F%28x%5E4%2B9x%5E3-x%5E2%2Bx-8%29

both have horizontal asymptotes y=-3
