It appears there is some ambiguity here. It's not clear where one equation ends and the other begins. Please revise.

y=3x%2B13%2B2x=y-9

No! Because of Transitive Property,
y=y-9
which is false.

(1) It's not polite to make a post showing only an equation with no question about it. It is not at all clear what we/you are expected to do with this.

(2) One of the tutors who responded said the equation was false. They interpreted the given equation to mean "Y = ... = y-9", which they said was false. However, the equation could be true, because "Y" and "y" could very well represent different things. So another thing you can learn from having made this post is that you should not mix upper and lower case letters in the same mathematical statement if they are the same thing.

Re-post the problem correctly, and with instructions as to what you are supposed to do....
