The wording suggests that one left earlier than the other, and problems like this usually mean that, but I can only assume that they both left the same place at the same time in the same direction.
If they both left the same time, James is gaining 15 miles every hour they are driving, in order to be 30 miles ahead after 2 hours. That means he is traveling 80 mph.
