George started jogging at 4.15pm and jogged along a path at a speed of 9km/h.
At 4.45 pm , caleb began jogging along the same path.
At 5.45 pm, caleb had already run 2km further than George.
:
G's jog time = 1.5 hrs therefore he traveled 1.5(9) = 13.5 km at 5:45
let c = C's jog speed, his jog time is 1 hr
therefore
1c = 13.5 + 2
c = 15.5 km/hr is C's speed
"If caleb jogged at a constant speed, what would be the distance that Caleb covered if he started jogging at the same time as George ??"
then C's jog time would 1.5 hrs
1.5(15.5) = 23.5 km if started at 4:15 and ended at 5:45

In 1.5 (4:15 pm - 5:45 pm) hours, and at 9 km/h, George traveled 1.5(9) = 13.5 km 
With Caleb travelling 2 km more than George at 5:45 pm, Caleb covered 15.5 (13.5 + 2) km
As Caleb traveled 15.5 km in 1 (4:45 pm - 5:45 pm) hour, his speed is 15.5 km/h
