she spent $1.40 more on the pens than on the rulers.
0.7p-0.5r=1.4

Question asks for how many rulers, r.
Use the first equation as p=r-8 and use this in the second equation, and you have:
0.7%28r-8%29-0.5r=1.4
Now just simplify and solve.
