the difference has to be equal to 6.

when you turn 6 upside down, it becomes 9.

therefore, any two numbers in the 20's that give you 6 when subtracted from each other should provide you with the answer.

26 minus 20 = 6
27 minus 21 = 6
28 minus 22 = 6
29 minus 23 = 6

those are the candidates.
