For the first part, I did: 53.3% - 46.4% =
6.9 %pts
For the second part, my math was:
.464 - .533= .069
.069/.533 = .12945590 =
-12.95%

Your 2nd answer is also 100% correct, which I'm surprised because MANY, MANY people do the calculation INCORRECTLY.
You set up everything correctly as you applied the , or the "NOO" formula.
Note that the negative in the - 12.95%, which again is ABSOLUTELY the correct way to do it, signifies a REDUCTION/DECREASE from an earlier time to a later time.
