Let +a+ = the number of DVD's she bought
Let +b+ = the number of CD's she bought
given:
+16a+=+12b+ ( she spent the same on each )
+a%2Fb+=+12%2F16+
+a%2Fb+=++3%2F4+
3 DVDs and 4 CDs is the least she could have bought
+3%2A16+%2B+4%2A12+=+48+%2B+48+
+2%2A48+=+96+
The least she could have spent total was $96
