Multiply thru by 100 to get rid of all those pesky decimals:
40x + 28 = 60x - 252
Subtract 40x from both sides to get:
28 = 20x - 252
Add 252 to both sides to get:
20x = 280
Divide both sides by 20 to get:
x = 14
