Combine similar terms:
%28-1%2F3%29x=16-7=9
Cross multiply:
x=%28-3%29%289%29
x=%28-27%29 ---> Subst. to 2x%2B1:

=2%28highlight%28-27%29%29%2B1
=-54%2B1
=red%28-53%29
