No it is not.

-7^2 = -(7^2) = -(7*7) = -49

while

(-7)^2 = (-7)*(-7) = 49

So the parenthesis make a difference.

For , ONLY THE 7 is squared, while with , both the negative (-), and the 7 are squared.
