As you have not used brackets so your queston is not very clear. I presume what you meant is 5%5E%28x%2B4%29+=+25%5E%28x%2B3%29
This equation can be written as 5%5E%28x%2B4%29+=+5%5E%282%28x%2B3%29%29.
As this is an equation so the power or index of 5 on both sides have to be equal.
So (x+4) = 2(x+3)
or x + 4 = 2x + 6
or 4 - 6 = 2x - x
or x = -2
