the expression is:

1/4x^-10y^14

putting parenthedses and operational symbols where i think they belong, i get:

(1/4) * x^(-10) * y^14

x^(-10) is equal to 1/x^10, so your expression becomes:

(1/4) * 1/x^10 * y^14

this is equivalent to (y^14)/(4*x^10)

it might be easier to see in writing.
