Very strange.
I would imagine that they mean
%28x%5E%286%2F5%29y%5E%287%2F4%29%29%5E%283%2F2%29+%2F+x%5E%281%2F40%29y%5E%283%2F16%29 but I agree that it is not so clear.
I would have written that as
(x^(6/5)y^(7/4))^(3/2) / x^(1/40)y^(3/16)
to clearly indicate that the exponents are fractions.
