(7^4)^-2 = 7^(4*-2) = 7^-8

So "7 to the negative 4th to the negative 2 power times 7 to the 4th to the negative 2 power" becomes 7%5E8%2A7%5E%28-8%29+=+7%5E%288%2B%28-8%29%29+=+7%5E0+=+1
