If the number is in the numerator, move the number to the denominator and change the sign.
If the number is in the denominator, move the number to the numerator and change the sign.

x^(-2) means 1/x^2
so 4^(-3/2)=1/4^(3/2)
multiply by 4^(2/3)/4^(2/3) to get
4^(2/3)
which is the reciprocal.
